Slot capacity is set separately for the morning and the midday period, roughly 156 balloons hang over the valleys at the same moment on a busy dawn, and the regional fleet runs to 367. These are the official counts behind the photographs.

Roughly 156 balloons are up over the valleys at the same moment on a busy morning. They all work one short period, which opens 30 minutes before sunrise and closes at 11:00, and government figures put the sunrise count at around 150 flights a day.
The crowd thins fast. Two things decide whether the baskets take off: 10 knots, the wind ceiling for commercial passenger flights, and about 15°C, the upper air temperature a loaded basket can work with at the field's altitude of 1,224 m. Even on a clear day the count drops away well before 11:00.
From a terrace in Göreme you are looking at most of the working fleet in one frame. No second, larger set of balloons is held in reserve for later in the day.
Capacity for the flight area was updated to 104 primary and 52 secondary balloons in the morning period and 65 at midday, replacing an earlier limit of 100 balloons airborne at once in the morning. Those are ceilings for simultaneous commercial traffic, allocated as slots rather than guaranteed as flights.
SHGM's own published release reads differently: a maximum of 100 balloons in the first morning wave, 50 in the second and up to 50 more in the afternoon period. The higher figures come from the later capacity analysis, so the two official documents do not carry identical numbers. Check the published decision for the dated window you are flying in rather than assuming either set.
A slot is permission to use a window. Where that clearance exists, the call to inflate and lift off still belongs to the pilot and the company holding the slot.
| Period | Slot capacity | What it covers |
|---|---|---|
| Morning, primary | 104 balloons | The sunrise wave, from 30 minutes before sunrise to 11:00 |
| Morning, secondary | 52 balloons | Allocated on top of the primary morning figure |
| Midday | 65 balloons | A separate allocation for the midday period |
| Previous morning limit | 100 airborne at once | The ceiling the current morning figures replaced |

Thirty balloon companies work the Cappadocia region between them, with a fleet of 367 balloons and 585 licensed pilots. Slot allocation, pilot training approval and airworthiness management all run through three accredited organisations housed at Kapadokya University's hot-air-balloon research centre, and the wider site is administered from Nevşehir by Kapadokya Alan Başkanlığı.
The fleet grew in steps rather than overnight:
Baskets in the area are certified by weight, usually rated between 1,500 and 2,500 kg, which works out at roughly 16 to 24 passengers alongside the pilot. Published specifications at one Göreme fleet come down as far as 8 to 12 passengers in its smallest basket.
There is no fixed per-passenger weight limit. What counts instead is the balloon, the basket and the combined load they are checked against, so each passenger's weight goes on the flight manifest before the slot is flown.
Choose on the stated passenger number and the stated minutes in the air. Those two figures tell you more about how the morning will feel than any tier name on a listing.

In 2025, 754,098 people flew over Cappadocia, and they did it on 223 dates. The remaining 140 or so mornings produced no commercial flying at all, so a year of demand squeezes into fewer dawns than the calendar suggests, and the busiest of them fill against a fixed slot ceiling.
Lead times follow from that. Published advice is two to four weeks ahead between April and November, months ahead for June, July and August, and about a week in winter.
The balloons you photograph from Aşıklar Tepesi, about 200 m southeast of the Göreme town centre, are the same fleet you would be standing in. Put your flight on the first full morning of your stay and keep mornings two and three clear, so a red flag costs you a lie-in instead of the flight.
Across 2025 the region's balloons carried 754,098 passengers on 223 flying days. For an earlier season the regulator counted 30,514 flights carrying 537,500 passengers on 230 flyable days, and valued the contribution to the national economy at €70 million. Annual totals move with the number of flyable mornings far more than with the size of the fleet.
Around 80 percent of Türkiye's hot-air balloon excursions take place in this one region. Nationally the government cites 67 licensed companies, 434 balloons and 682 pilots, with terrain and climate allowing flights on up to 250 days a year. Set against the 367 balloons based here, that is why almost every balloon photograph from the country is taken over these valleys.
A second period exists on paper, running from 14:00 until 30 minutes after sunset when the weather allows, but it is barely usable. Across the whole of 2019 the afternoon period was opened on 28 days, and only 26 percent of that capacity was taken up. The official meteorological assessment treats afternoon flying as unsuitable in every month except November, December, January and partly October, so plan on a morning slot.
The Slot Service Centre publishes a flag for each sector of the designated LTB1 (Kapadokya) area for every dated flight window, covering Sectors A, B and C plus secondary Regions 1 to 5, with the authorised area at Nevşehir Çat assessed separately. A red or yellow flag means commercial departures are not cleared at all for that window, and the only balloons allowed up are instructor-led training flights, after contact with SHGM officials. Under green, the final launch decision still rests with the pilot and the operator.

The fleet is 367 balloons and the morning allocation is finite, so the mornings you want go first. The classic morning listed here is 3.5 hours from hotel door back to hotel door, from $126.
